With the building application form you can apply for the building licence, as it may be necessary for objects where planning and building permission is needed.

For this reason you have to use officially recognized forms. You can file your application and all relevant documents (description, plans and drawings) at the local authorities. The building application form has to be signed by the applicant and an authorized architect or certified engineer.

The building control office contacts all people involved and decides whether building licence will be issued.

The clarification of special questions regarding planning and building laws and regulations, can be arranged in a deposition upon written request. A prior (building) notification will follow.

Deadlines: Building licence as well as the prior (building) notification will expire unless construction works do not start within three years after building permit or if construction work has been interrupted for more than three years. An extension of time for three years can be required when application is send to the proper authority before end of period of validity.

Costs: The costs for a building licence depend on the kind of building project. (1 to 4 permil) Even if you withdraw your building application or in case of recjection, a handling charge is due.

For acceleration of certain building projects the so called 'Kenntnisgabeverahren' was adopted. This procedure is used for residential buildings (no high-rise buildings), buildings without lounges and other smaller projects e.g. car parks, garages etc. It is a precondition that the project lies within the geographical scope of a qualified legally binding land-use plan, released after the 29.06.1961. This procedure allows to save  high fees. But there are additional requirements to forward the compete documents.
